Is saying “I’ve to take a phone call” proper English, if I’ve is a contraction of I have, wouldn’t it make sense, and do people just not say it?

"I've" is (at least in American English, I'll get to that) only a contraction of auxiliary (present-perfect) "I have"; "I have to call" is a helping verb but it's not the same as "I have eaten" (I've eaten) - in fact I'd dare to call hafta its own thing (although the fact that it still conjugates to hasta does undermine that... do people also devoice the -s in "has to"? haven't thought about that...). Some dialects (I think UK English but as a lay American I can't go any further into details like which regions of the UK / how stigmatized it is) allow "I've" as a contraction of main-verb "I have," so "I've a question". Even then "I've to take a call" still seems off, distinctly more so than "I've a question".

It's very dated and isn't really said at all these days, accept perhaps as an affectation or exaggerated posh (British) accent for comedic effect.
