November 8, 2021Unable to create icloud.com mail account
I had the same problem and I think I solved it by signing out of iCloud on my phone then signing back in. The toggle button was then available to turn on ICloud Mail. More on reddit.com

I haven't seen this announced or shared anywhere, and I found it very randomly, so I'll share it in case it's useful, here it is:
Now you can create and edit iCloud Mail server rules inside iOS. Just go to Settings → iCloud → iCloud Mail → iCloud Mail Rules. It's in a very weird place IMHO, and there's no way to create a rule directly from an email inside Apple Mail, which would be 100% desirable.
Also weird: there's no equivalent in MacOS settings. In MacOS there's no way to manage iCloud Mail server rules other than going to iCloud Mail via the web and managing the rules there. If you add rules in Apple Mail in MacOS, these rules are not server rules for iCloud, they are local rules that will apply to any mail account, iCloud or not. I think all this is quite confusing, and in general mail rules could make use of a makeover in Mac/iOS, but I appreciate being able to manage iCloud Mail server rules inside iOS instead of just the web.

Thanks so much for pointing the Mail Rules in Settings>[Your Name]>iCloud>iCloud Mail>iCloud Mail Rules! I found this extremely helpful! It’s quite annoying that these cannot be accessed in Apple Mail for macOS like how Microsoft Outlook for desktop syncs Mail Rules for Exchange and Outlook accounts from Microsoft Cloud, but being able to update them in Settings is nice at least. I wish they could get their act together and combine the powerful rules in Apple Mail for macOS with iCloud Mail Rules. iCloud Mail Rules are very limited and can’t even have multiple conditions but Mail Rules in Apple Mail for macOS can only run on the Mac used to set them up, so it’s quite frustrating. Would love to see this overhauled, but definitely super thankful that the limited server-side options for iCloud Mail can now be managed on iOS and iPadOS at all and very grateful for you sharing this!
