How exactly can I free up storage space on my iPhone by using iCloud?
In Settings > Apple ID (your name/picture at the top of settings) > iCloud > Photos you can select "Optimise Storage" which when it's working well makes sure there is always enough free space for whatever you're doing, while also storing as many photos as possible on your phone so you're not waiting too long for them to load as you browse your library.
If your entire library fits on your phone, it will stay on your phone. But if you need the space (e.g. download a game) it will automatically remove some photos that are the lowest priority (the photos it thinks you're least likely to look at).
On my 64GB iPhone, Photos is currently using 9GB and I have 26GB of free space. My full photo library is hundreds of gigs.

I still say the best thing Apple could do would be to not count backups in your iCloud usage. It would be a huge goodwill gesture and would probably significantly increase the percentage of people who back up to it. And it would still not hugely increase their storage burden too much because a lot of people would still not be backing up, probably due to bandwidth as much as carelessness. More on reddit.com

Try rebooting your devices. That usually updates the display of available iCloud storage.
As for the extra charge, are you sure it's not just a temporary hold? If it still shows 2€ in a few days you might want it call Apple support directly and have it sorted out.
