There isn't a reason not to purchase them in two separate purchases if you really want to but I'd imagine it would be much easier and less stressful to go in store and get the whole set once they're back in stock than deal with IKEA's delivery service.

As someone who has a bit of woodworking experience and built a bunch of NORDLIs into my wardrobe, I'd say it's one of these things that are technically possible, but probably a bad idea. You could cut the sides of the 2-drawer NORDLI apart in the middle to get two 1-drawer NORDLIs of equal height. The difficulty is that it will be visible if it's off by more than a millimeter or so. You'd need a way to make a very precise and narrow cut - I'd think it's difficult but doable with a jigsaw and a guide rail, while a circular, table or plunge saw blade would probably be too thick. Also you'd need a way to drill precise vertical holes in the top and bottom of the sides in the right places. And in the end the sides of the cut are still not going to look good, and they'll be visible from the side.
