As far as I know, Outlook 2011 for Mac has no an option of "Emoticons" but it has only "emojis". Which you can read https://support.office.com/en-us/article/Keyboard-shortcuts-for-Outlook-for-Mac-07ae68c8-b7af-4010-b225-324c04ac7335 (you can filter jey word "emo" to find it only states "emoji" but no "emoticon".
If you have more concern on this, I suggest you submit feedback to our related team in https://outlook.uservoice.com/forums/293343-outlook-for-mac. Many products' features have come upon customers' constructive ideas. We appreciate your understanding.

Hi Philipp,
thank you, that really solved the issue. It is a bit laborious to do that compared to earlier times where I just at the point I needed inserted the emoji and it works. However, until Microsoft solved that I can live with this workaround very well. Thanks again.

Please provide your current version of Office application as well as the Mac OS version, for us to verify.
As a workaround, you may try copying your smileys (blank smileys/emoji) and then go to Edit > Paste Special. Select HTML Format and then click Ok. Verify if the smileys will be displayed as expected.
We may need to verify this on the related team to further investigate. We will post an update on this thread as soon as we received an update.
