Intel Boot Agent runs during boot. How to disable?

I had an old Thinkpad work laptop that nobody ever asked for back. Installed Linux mint and had a similar issue with the Intel Boot Agent. There were a lot of menus but none of them seemed to do anything until i hit F1 upon turning on my computer. Then a brand new menu appeared. I had some sort of bios thing set to Legacy. I set it to Both (UEFI and legacy), set some boot option to point to my SSD instead of PXE, and then saved and quit. After that it booted into Linux Mint smoothly. More on reddit.com

On mine "more used" ThinkPad when I boot "Intel boot agent" starts with output of cable failure something. Web search shows it is for network boot and:

To prevent the Intel Boot Agent (IBA) from executing:
Go into the BIOS and find the order settings for the boot devices.
Move the boot agent down the list after the hard drive or the device you prefer to boot from.

The boot order has USBs all over at the start, however even when USB Stick is inserted, I see "Intel Boot Agent" working for several seconds and then boot menu where I have to select "USB HDD", which is 1st in the boot list!

Any way to fix that? I don't use network boot. TIA

Here’s a step-by-step recovery guide to resolve the Intel(R) Boot Agent PXE-ECC initialization error, please kindly follow:

1 - Boot into Safe Mode on your Windows PC

If you can’t log in normally:

Turn off your PC completely.
Turn it on, then force shut down (hold power button) as soon as you see the Windows logo.
Repeat 3 times and on the 4th boot, Windows will enter Recovery Mode.
Select: Troubleshoot → Advanced options → Startup Settings → Restart.
When it restarts, press:
- 4 for Safe Mode.
- 5 for Safe Mode with Networking.

2 - Quick Recovery Command

Open Windows Command Prompt as Administration
Execute the following commands in order:

bootrec /fixmbr
bootrec /fixboot
bootrec /scanos
bootrec /rebuildbcd

What these commands will do:

Repairs the Master Boot Record.
Writes a new boot sector.
Scans for Windows installations not in the boot list.
Rebuilds the Boot Configuration Data store.
