As u/MGNConflict said, it's night mode, it's enabled automatically when phone "see" that's low light. If it's on you shouldn't move phone during doing photo, because photo will be smudgy. You can off this by sliding up when you using camera application, click this icon on bar which will show and slide to right.

It’s a toggle for macro mode, in which the camera is showing a cropped view out of the wide angle lens due to unfavourable minimal focus distance on the main and tele cameras. For people who come from previous iPhone models the switch can feel very aggressive and intrusive, hence Apple has kindly granted us the option to switch off macro mode manually so one could have some blurry photo of a nearby object that is at least not digitally zoomed out of the wazoo.
