What’s the point of buying more icloud storage if my photos are still going to take up my iphone storage??

As I’m on the verge of buying a new phone I find myself struggling with the decision of storage. As the 256GB iPhone X has a price I can’t justify paying, my choices are the 256gb iPhone 8 or the 64gb iPhone X. I expect to need more than 64 gigabytes, but I’d still like to get the X. I came up with a solution which involves buying the 64gb iPhone X along with upgrading my iCloud storage to 200gb. I figured this would allow me to store most of my iPhone data (documents, pictures, videos, etc) in iCloud leaving enough room on my iPhone for things such as Spotify downloads and apps. While I typically don’t use a lot of apps, I do tend to take a lot of pictures, save a lot of documents, and download quite a few songs. I was wondering if any of you have some thoughts or experiences regarding getting more iCloud storage instead of iPhone storage, essentially replacing the majority of the latter?

I've heard things about an iCloud+ subscription and I really don't want to pay extra per month just for photos and videos. Do you have to pay for iCloud+ to keep the photos in your storage or is iCloud just backing up the photos to your Apple account?
