Faced this same issue 2nd time now. First time, I just borrowed a SIM from friend and insert it on my iPhone and the option to erase iPhone just popped-up. But this time this method did not work and I had to use some third-party tool shown in this video . If someone is facing the same issue, then I would also suggest taking a look at this video and support article by the Apple. Answer from nick_044 on reddit.com

r/applehelp on Reddit: Iphone unavailable (no signal&no erase option)
October 16, 2022 -
hey guys so they title is pretty much whats going on.
I put my passcode in wrong too many times which got me locked out of my phone. i tried to erase it (it had an erase button at first) but then it lagged and now its disappeared. it seems like theres no signal and ive tried to erase it multiple times from findmyphone, but it says erase pending for a couple of days now. Im currently travelling and there are no apple stores closeby. i normally dont even have signal besides some shitty wifi. Oh and i have iphone 13pro max if that matters at all.
Has anyone had that happen and how did you end up solving it?
