Perpetual means going on forever (in perpetuity). Constant means happening all the time but not necessarily forever. The rain has been constant. The coming and going of the tide is perpetual. I am in perpetual bliss. Note the last example is hyperbole.

Perpetual means never ending, and constant means non-stop. They can mean essentially the same thing sometimes but are slightly different. "I'm perpetually be anxious at this time of year." You could not replace perpetually with constantly here. "At work, sometimes we aren't too busy and sometimes we have to deal with people constantly asking us questions." It would be unnatural to use perpetual here.
