How do I get the "Office" version of Outlook?
Microsoft's new Outlook is a forced replacement for the old Ad-free Windows Mail. In the new Outlook you have to pay to remove ads. There is nothing wrong with "Windows Mail", Microsoft is forcing you to "upgrade" to Outlook for the sole purpose of serving you ads or making you pay to avoid them.

Thanks for the response. It would be helpful if Microsoft hadn't decided to give two different products the same name. The Outlook I'm looking for, perhaps correctly called the "desktop" version, is that one that historically came with Office, NOT the one included with Windows. I have downloaded the Office suite and have all the other apps (programs) - Excel, Word, Access, Powerpoint, etc. If I look at my start menu the only thing I see is Outlook (new).
Should I attempt to uninstall Office and then reinstall it?

I understand your situation. Do you mean you want to download and use the Outlook desktop app on a new PC running Windows 11? If I understand you wrongly, please let me know.
According to your description, you purchased Office 365 Home. The Outlook desktop app is one of the apps provided by Office 365 and cannot be downloaded separately.
You need to reinstall Office 365 on the new PC to have Outlook and other Office desktop apps.
