Normally you don't pay to transfer funds into a PayPal account from an attached bank account... But: Here is my pitch: do not keep money in your PayPal account--you risk losing it if you do this, and it is not a good financial move. Instead link a bank account (savings or checking) to your PayPal account and put your money in the bank, and choose that bank account as your funding source when you buy stuff. Do not transfer funds into your PayPal account! Simply select your bank or card as the funding source when buying. So, please, people: do NOT leave funds in a PayPal account! Do not use PayPal as a bank--PayPal is not a bank, and is not regulated as a bank, and can take/hold your money at their whim. Any funds in a PayPal account are at risk! Always clear out any funds in your PayPal account and transfer them to your bank account as soon as you can.

I received money today, but when i go to accept it, and i tell it to keep the money in paypal, paypal tells me that i must create a paypal balance account and list me a series of cost for actions i do on the account. This was not like this before, i could send money to friends and received money normally.

Yes, to keep/spend funds in PayPal, you need to set up a cash account aka balance account. This is the case ever since April 2019. Or, withdraw immediately to linked bank acct or eligible debit card.
