Can someone tell me Arrondissement numbers definitely to be avoided while visiting Paris from safety pov ?
If you go near Moulin Rouge, do not cross the road or you might end up on the dangerous 18th, instead of safe 9th. Some tourists even reported weird people painting portraits of them there. More on reddit.com

Montmartre is one of the biggest tourist attractions in Paris, and it's in the North. It's fine, just look out for pickpockets. Regarding your hotel choice, the 15th is perfectly safe; it's one of the calmer, more residential arrondissements. It's not at the center of Paris, but Paris is quite a small city, so if you're within Paris city limits you're never very far from any other part of the city, and the entire city has very dense metro coverage, so you should be perfectly fine. I read that 1,2,4-8,15,16 are safest and closest to attractions. 17-20 are worst and should be avoided. Is this true?

For particular example, I am looking at Okko Hotels Paris Porte de Versailles which is at the border of 15 arr. Would that be too far? Google map says about 30mins which doesn't seem too bad.

The North-East quarter of the city is the most modest, but only very localized spots are to be avoided like Porte d'Aubervilliers, Porte de la Villette or Barbes - the latter being very interesting but a mess and needs a real awareness. It's also much more lively than the calm / posh South-West of Paris. This very restricted list "1,2,4-8,15,16" is weird : - 3rd is very trendy and even posh sometimes - 9th / 10th / 11th are popular and quite trendy with a lot of people at night, - 14th , is an overall family district with a few lively spots like rue Daguerre , Edgar Quinet or around Mairie du 14ème and it also hides the wildest segment of the pedestrian walk on la Petite Ceinture, the former rail ring. - 17th has different faces : the west part is very chic and boring, Batignolles is trendy and relax , Porte de Clichy and Porte de Saint Ouen are more working-classa and can be avoided - 18th has also different faces : Barbes (the hectic popular African district) and Montmartre (the posh and beautiful former bohemian district) - 19th has the canal de l'Ourcq and all its bars, and the beautiful park des Buttes Chaumont - 20th has the coolest and friendliest bars of the capital and some lovely neighborhood like Jourdain ... Bref ! I can understand that people and especially tourists prefer the safest districts but saying the rest "should be avoided" is totally exaggerated edit : added some info on 14th
