When a streamer gives some sort of take that chat agrees with it's common for a bunch of people to type "TRUE." This is usually the case with something that could be seen as controversial but doesn't always have to be the case. So, "any truers in chat" means someone most likely agrees with something the streamer just said and is asking who else agrees, potentially to a controversial or unpopular position. It could also be said sarcastically like, "who actually believes this?" or in response to a bunch of people spamming chat with "TRUE" but those are a bit less common. Depends on context. Sorry, I don't know what that means unfortunately. It might be new slang, or a new abbreviation that I am not familiar with. The only thing I can think of is "J" instead of writing the name "Jay".
J can mean "Joint", marijuana cigarette, or it can also mean a jumpshot in basketball. It also has one more meaning to me which is a little vulgar.
