Yes. If you look at the IDEA*.txt licenses in the <ideaInstallDir>/license directory of an EAP version, you will see that they are exactly the same as those in the released version. Basically EAP's are considered evaluation licenses (see comment by JetBrains here). If you (or your lawyers) want to be absolutely sure, I recommend e-mailing [email protected]

EAP has a 30 day evaluation (reset each version). If jetbrains dont release a new EAP for 30 days you version will not open and tell you to download the release version.

Keeping the stability argument aside. I don't see any reason not to just keep on using the EAP version. It's exactly the same as the paid one without being paid.
If you can't afford Rider or don't want to pay for it because of.. reasons, you can use it free of charge as long as you join the Early Access Program and/or use the nightly builds.
