2.5 and one foot is a 9 while the other foot is an 8.5 🫠 I just get her size 9s because not many shoe brands even have half sizes. The ones who do often don’t have 8.5 and a 9 available on the same pair, in a design she’ll actually wear (only pink bonus if it has a unicorn, double bonus if it has flashing lights) She was a 6 last summer. Trace the outside of your childs foot. Then take it with you to the store. Once you find shoes that fit, just buy the next 2-3 sizes to have on hand in case the design is discontinued. Then at least youre guaranteed shoes that fit for a bit. More on reddit.com

One foot is often a bit longer than the other (if you face this and can't get two pairs of shoes, always go with the bigger foot), there's usually slight variance between shoe brands in sizing, there's variance in width and thickness of feet that will affect shoe comfort and potentially lead to sizing up, even if that makes them a bit too long. The list goes on. A thumb's width in addition to the longest foot is a good rule of thumb, and recheck every couple weeks because toddlers are usually in a new size every 2-4 months.
