Well she wasn’t backed by either the English Church or the Barons, and Stephen successfully claimed the throne placing her to the position of claimant. Part of this was sexism, but also getting the crown on your noggin’ held greater weight as you would have been considered ordained by God - a factor far more important then than now. The tax was the straw the broke the camel's back. She was an German empress from childhood and refused to adhere to the English way of ruling (refusing the follow laws, she WAS the law as she saw it, that's how she was raised, but that's not how it worked in England). Stephen took the crown, got captured, he was her prisoner. Citizens asked for renewal of the laws, she refused, so they booted her, and gave the crown back to Stephen.
