Advice on organizing kitchen tools?
One thing that might help is to get rid of the things that you don't need. Do you really need multiple spatulas? Do you need a pasta scooper thing when you could just use tongs? How many whisks or slotted spoons do you really need?
Take those utensils that you haven't used in the past few days and put them in a box or something and put them in another room. If you're making a meal and fine yourself needing them, then go retrieve them. After a week, if you haven't used any of the things in the other room, get rid of them.

Budget kitchen tools/organization
If you have a kitchen with awful counter space, I would recommend a rolling cart or, if you have space for it, a shelf. A shelf can be handy for both food and small appliances like instant pot/rice cooker/toaster. Though if you have a bit more money to spend, they have some rolling kitchen carts that would serve as extra counter space for prepping, storage, or a coffee area.
When I had less money and a smaller living space, my main priorities for storage were:

making sure I didn't have more than I needed (tupperware and glasses can accumulate fast somehow)

going to Goodwill and getting a canister for my cooking utensils

at Dollar Tree, they tend to have plastic cereal-type containers for $1. I used them for rice/flour/sugar/oats/whatever. They keep things uniform and easier to manage in cabinets or pantries.

look around for cheap shelf doublers (like these but they can be had much much cheaper). It's very helpful for both food and dish cabinets.

It sounds silly but I had an old Boy Scout popcorn tin that I spray painted the accent colour of my kitchen and put measuring cups and spoons in. I kept it on my counter next to my utensil jar and it was pretty convenient. I now keep them in a drawer in those little dollar drawer organizers.

you know those 3-tier hanging baskets that old people keep in their kitchen windows? Super helpful for fruit and veggies (just don't store onions and potatoes together!)

if you get one of those metal shelves, you can get hooks for the sides of them. They're perfect for pots and pans, especially cast iron. I like to do that plus a decent Goodwill basket on the shelf for the lids.
As for implements, I really just use my cast iron pans, my rice cooker (I splurged on a nice Zojirushi), and a slow cooker. We do have a chest freezer though which is great since I love Costco.
