Apt. 9 Wingtips at Kohl's. I'm a broke college student. Is this a decent deal of price/quality?

Apt. 9 puts out a lower-to mid-range level of product for contemporary tastes as far as their shoes and clothes are concerned. Their durability may not be so great at that price. Don't let the shoe snobs here take you astray because they likely aren't in broke college student mode, and if they are, they are pretending otherwise at all cost. Generally, any indication for anything other than MFA sidebar guidelines are strictly rejected by that type of folk, because they don't know any different, and that especially goes for shoes. That said, I don't think those shoes would be good for college. They are too formal looking, when a good pair of derby shoes or some adventurous oxfords would fulfill the upscale casual look much better. I'm not going to recommend a brand because the ego-centric MFA shoe mafia would downvote me for anything not approved by way of the sidebar, but the shoes are out there if you look hard enough, and eventually the MFA shoe mafia will realize that all style changes, including what currently they rigidly adhere to without exception. Sorry if I'm breaking any rules -- I searched didn't find anything relevant to apt. 9 shoes.

I got some pretty decent discounts in the mail from "Kohls" but not sure if it's worth trying the store. They have these $25 shoes

I actually owned a pair of the leather ones (second link). They were pretty comfy, not very supportive, and the "leather" (don't think it's real leather for that price) started cracking and breaking after a few months. I think you could certainly find better shoes, but if you only need them for occasional wear (I wore mine to school as beaters in the rain and dirt), and you aren't too hard on shoes, go for it. They look nice and with your coupons they'll be super cheap. If you need them to last a while, there are probably better shoes you could put that money towards and also use your Kohl's coupons for. If I recall correctly, Kohl's carries Vans and Converse, which are typically higher quality and will last you much longer than these Apt 9 shoes will.
