Well, either a faulty pump or a clog in the line somewhere. You could try pulling the line off just before the filter and crank and see what kind of fuel pops out, although it sounds like you may need to recharge or new battery to try that diagnosis. You can also pull the fuel line just after the fuel pump and see what kind of pressure you get. Since you did run it out of fuel, there's also the possibility that there was some debris in the tank and that it got stuck where the fuel gets picked up. Edit: I do believe those fuel pumps run off a vacuum from the engine and have a diaphragm that gets a pulse that pumps the fuel, our modern fuels sometimes make those rubber diaphragms hard so they don't pump anymore. Filter is on the right way just to answer that part of your question. Do you have fuel flow from the tank? I know you have a pickup tube so it wont gravity flow at first without siphoning, but need to make sure the supply is getting picked up. If you have stuff in the tank you may have sucked it into the pickup tube since it all gathered there when the fuel level ran low. You back blow the fuel line and see if it is clear. The only mechanical pumps I have seen are on the Command singles, and are lever operated by a pump lobed on the camshaft, with the pump mounted to the crankcase. I would replace a pulse with another pulse, perhaps going to a different design if desired. It is possible you encountered a speck of something that kept one of the check valves off its seat, and allowed the pump to just flush fuel back and forth in the fuel line until the speck got dislodged. I did have to replace a Kohler pump after ~20 years.

sorry ran battery low trying to test fuel pump it’s barely pushing the fuel I can hold line in hand and it will jump in the line but won’t push it out it’s brand new I ran it out of gas before I had put fuel filter on it and I think i clogged something up any ideas where to look? I took apart pump and cleaned already I think it may have something to do with the vacuum pressure that runs the pump? sorry any help idea’s appreciated also I don’t know if I put the filter on backwards or not there were no instructions

First off the line and filter you have is crap. Fuel line for a pulse pump has to be reasonably ridged or the line absorbs the pulse. They also don't build lots of pressure. If it spits it out in a cup, that's what you get...
