I would caution you against cheap laminate in a kitchen. The cheap stuff does not hold up well in situations where you may have spills or other wetness on it often, and it's usually really slippery. Even if it requires mopping regularly then it'll start to look like shit in no time. It's also loud unless you get a high quality under-pad which defeats the purpose of it being cheap in the first place.
In a kitchen, for cheapness and durability, go with a linoleum or other plastic-based floor.
This is a bit more expensive, but your landlord might be convinced to spend a bit more since it'll last him/her a veeery long time and also look pretty decent. Completely waterproof, vinyl so it doesn't easily scratch, super easy to install, not slippery, and looks good!
