Tbh, if your room is already 40C at the beginning of summer, just buy a window AC unit or a portable AC unit. With that you no longer need a laptop cooler, or sweating like you're in a sauna. Laptops are supposed to be self-sustaining ever at high local temperature, but to prevent throttling, you have three options. The previous two options are just improving your laptop's ventilation. You can either use some laptop rubber feet and glue to give your laptop a raise on the backside, or buy a cheap laptop cooling pad for a more sturdy raise. Ignore the ones with 3 fans 5 fans RGB lights, as long as it's a platform that has a mesh/hollow bottom and is angled and raised, you can use them. The fans in these types of coolers usually don't do much except draw power and make noise. They just improve ventilation so your laptop's fan won't work double time to cool the internals. For Vacuum coolers, I've used three different brands, power, and the type of vacuum coolers on my old Dell G5. None of them really had an impact, since they aren't forcing cool air into the vents, but drawing hot air out. This doesn't really improve airflow, since a negative pressured internal doesn't carry as much as positive pressured internal. In simple terms, you want to BLOW, not SUCC. Speaking of BLOW, I've seen good reviews on the IETS GT500. It's basically an air blower that BLOWS directly into your laptop's bottom intake.
