i just want some guidance that can it even be upgraded? and I want to run vulkan ,opengl 4.6 and emulators like yuzu. but it should be cheap, I know this sounds a little weird but I'm desperate to get more than 2fps.

In general the only things you can upgrade in a laptop are the RAM and storage... If the CPU and GPU aren't enough for what you're playing you're out of luck.
