My mom's giving me a budget of $400 to find my baby brother a laptop so he can browse the web and play light games like Roblox and Valorant (idk if it's light but he doesn't play it as often as roblox so it's not a big deal). We can maybe stretch the budget to $500. Any suggestions are appreciated!

What’s the best windows laptop I could get from Best Buy / Amazon for under $400 ?
I wouldn’t be gaming or anything. As long as it won’t freeze on me if I have 2 windows open that should be fine.
Will primarily be using it to send emails, Microsoft Teams, & run sales focused software ie a power dialer & and other stuff
