IMO 4pm is late afternoon and evening is 5-7pm. I was told to arrive late afternoon/early evening. IMO I would aim for 5pm, maybe pushing it to 6pm. It depends on how vital your presence is and how important it is in comparison to what is causing the delay. But no later than 6pm. You could always call them and ask them to be more specific- just say you have a time crunch and need a time instead of a time range.
