I had a similar problem with an old Lenovo Miix 300-10IBY. The touchscreen worked in recovery and BIOS/UEFI but not in Windows. Also, the touchscreen, battery, sound and some HIDs were missing from Device Manager. The gyro's weren't working either along with a few other bits and pieces.
In my case, it was the Intel Processor I/O Controller Driver for Windows 8.1* for Intel NUC which can be found at the link below. I know it's for Windows 8.1 rather than 10 but after a reboot, everything came back for me.
I had a slight issue with the touchscreen 90° offset which needed to be fixed in the registry but this brought everything back. The file can be found here - Intel-Processor-I-O-Controller-Driver-for-Windows-8-1-for-Intel-NUC

Hi,
Few methods may helpful to troubleshoot this issue.
1.After open Device Manager, under Human Interface Devices section find HID-compliant touch screen. Right click it disable and then re-enable.
2.Go to Settings > Update & Security > Troubleshoot > launch the Hardware and Devices Troubleshooter. Check if it could fix.
3.According to your machine model, go to lenovo's official website to download Touch Screen Driver to reinstall.
4. Is this a new problem recently? Check for update if some security updates need to be installed. This could update Windows OS version and system files.
5.Contact Lenovo support to test if it is related to hardware.

I know pretty much nothing about laptops. I've had a Lenovo C740 for a few years and I like it. I'm buying my mom a laptop.
