Honestly I don’t think it’s worth doing this and would try to explain to them how wasteful it would be to find the needle in the haystack. You will have $1,500 total ad budget, spread across 3 tactics that you’re currently already unable to reach the coworker with that isn’t seeing the ads with 5x the current budget. Also consider the technical limitations to targeting this person. Where are they looking for the ad? How large is the audience in the zips? Is it a remarketing tactic? What device do they use? How large is the display domain list, etc. There are a lot of moving pieces here that with such a small budget might just make it almost impossible. You could always set up a line item with very strict targeting in hopes of serving to that user: Their zip, one domain, high bid, viewable only; review the inventory you’re serving on and see if there are placements that would be more likely to get their eyes on it ie 970x250 for a desktop or a sticky 320x50 mobile ad, try to get them into a very granular audience segment where they’d be in a small pool of users for targeting but again there are technical limitations to this too. Does the API not offer a way of splitting up the data? Does this data change often enough to make dynamic importing worth it? An alternative would just be to download the CSV and import it manually.
