Sorry you're experiencing this issue with your Bluetooth keyboard.
Can you try the following for me as it has worked for several other people I know of:
Make sure your keyboard is on and paired.
Open Control Panel by typing: control panel into the search box on your taskbar and then clicking on Control Panel (App) in the results.
You want to click on "Devices and Printers". If you're in the Category view, you will see this under Hardware and Sound. If you're in the large or small icon view, you will see it listed there in alphabetical order. Click on Devices and Printers when you locate it.
In Devices and Printers, locate your Bluetooth Keyboard and right click on it.
Click on "Properties"
Click on the Tab "Services"
and then tick the box "Drivers for keyboard, mice etc. (HID)".
Click Apply and then OK.
Your keyboard may reconnect on it's own or you might need to reconnect it manually, but see if it works now after you reconnect it.

I have the same problem (bluetooth keyboard paired and connected but still not working). I followed your suggestion, but sadly to no avail. I wonder, have you any other ideas? Full details of my problem below.
- I have a bluetooth keyboard that fails to work with a Lenovo 110S running Windows 10 (specs below). The keyboard is a Filco Majestouch Convertible 2, but it does not any specific drivers, and therefore none exist.
- When pairing, the computer seems to accept the 8-digit code after I've typed it into the keyboard, and then claims to have successfully paired with, and be connected to, it.
- However, none of the keyboard's keys do anything, and a minute later the computer's Bluetooth Settings report a 'driver error'.
- I have tried disconnecting and reconnecting the device several times.
- My hard drive hasn't enough space for a full Windows update.
- When I try to run Device Manager with Admin priveleges, it is blocked by Microsoft Management Console (mmc.exe).
- , but I can open Device Manager as a standard user, open each device's properties one by one and enter my administrator password there.
- There are several bluetooth-related devices, all of which report that they working properly (further info below).
- I have no idea what to do next, besides use the keyboard as a (very expensive) USB keyboard.
- ...Which doesn't work well either, because if I unplug my keyboard and plug it back into any USB port, I have to restart the computer before the keyboard will work again.

None of the 3 bluetooth buttons works, like the light indicator won’t turn on nor blink. Any help would be appreciated!

If you have already ruled out these possibilities and the issue persists, you can try the following steps to resolve it:
> Press the Windows + I key to open the Settings app.
> Click on "Bluetooth & devices".
> Select "Add device" and then click on Bluetooth.
> On your Logitech K380 keyboard, long-press the desired F-key (F1, F2, or F3) until the LED on top of it starts blinking. This indicates that the keyboard is ready to pair with a Bluetooth device, which in this case is your Windows 11 computer.
> The K380 keyboard should appear as "Keyboard" in the selection. Click on it.
> You will be prompted to enter a 6-digit pin displayed on your screen. Type the pin using your keyboard and press Enter.

I have the same problem, also with a Thinkpad. The answer above does not solve the problem.
The batteries are good. the keyboard is working properly since I can pair it to this same laptop when running Linux.
For me, the problem is that when I put the keyboard in discoverable mode (by long pressing one of the F1, F2, F3 keys), the keyboard never shows up in the list of available devices to pair. I see other devices nearby that appear in that list though.
