Taller drawers makes it much more expensive to make as its much harder to keep things square, and if you're talking under $1000, then you're talking about major production in China. They're only making stuff with large machinery setup production line so you're only going to get stuff the general population wants. Noone wants 8" or more depth as it means you can have way fewer drawers for a unit, and way less organization. It sounds like you're using a dresser for something other than clothes, looks into drawer units for workshops, kitchens, or garages. They'll have at least 1 drawer on the bottom thats deeper.
