You can probably achieve that effect by using QGIS ( download here ). Add an XYZ>OpenStreetMap layer for the imagery. Vector -> Research Tools -> Create Grid. Set the extent to be calculated from the OSM layer, choose Grid CRS to be EPSG:4326 so you can use degrees instead of meters. Use lines for output instead of the default points. Enter your desired precision, for example, 1 deg. Run the grid tool. Double-click on the newly created layer and explore the labels section to configure the labels. This will be the hardest part as you can configure it to look as you like, but figuring out all the options can take a while. Basically you need to use Labels->Single Labels and select the appropriate field there, use Formatting to configure the rounding, and tweak it a bit. Maybe two layers (one with horizontal labels and one with vertical labels is better) - you'll have to play around with that a bit. Also, use Symbology to change how it looks. Maybe some premade plugins do exactly that so you don't have to build the grid from scratch but I haven't used any plugins for this purpose so I can't recommend anything. It's actually fairly easy, just enter it as a latitude,longitude pair, ie 46.38S,115.36E (which is in the middle of the ocean). You'll want to convert it to decimal though (divide the minutes portion by 60 and add it to the degrees [I've done that with your example]).
