r/AskChicago on Reddit: Parking tickets issued to VIN, but city can't find them—how can I pay?
February 3, 2025 -

I recently sold my car, but before the sale, I had to park it on the street without plates for a short time. During that time, I got three parking tickets, where the enforcement officer wrote the VIN instead of a license plate.

The physical tickets were regrettably left out in the rain, so I threw them away. I tried looking them up on the city’s parking ticket payment website, but they don’t have an option to search by VIN. I called customer service, and they said they can’t look up tickets by VIN either—only by license plate. However, they also said that there are no outstanding tickets under the old plate number (which was removed before I got the tickets).

I want to pay these tickets ASAP so they don’t somehow get transferred to the new owner of the car. What are my options for finding and paying them? Will the city eventually associate them with my name, or could they just disappear if they’re not tied to a plate? I’d rather resolve this before it becomes a bigger issue.

Any advice would be greatly appreciated!

Since this is in Chicago, here’s what you should do to track down and pay the tickets: 1. Contact the Department of Finance (DOF) Chicago’s Department of Finance handles parking tickets. Since the tickets were issued to the VIN rather than a plate, try reaching out directly to their Ticket Help Line: 📞 312-744-7275 Ask if they can search for tickets by VIN, registered owner name, or address. Since their website only allows searches by plate or ticket number, a phone inquiry (or in-person visit) is your best bet. 2. Check for a Notice in the Mail If the tickets are linked to your name or previous address, the city may mail a Notice of Violation. These typically arrive before the ticket escalates to fines or collections. 3. Visit a City Payment Center Chicago has in-person payment locations where staff might have more access to ticket records. Bring your VIN, ID, and any relevant car documents to: 📍 Chicago Department of Finance Payment Centers Find locations here 4. Consider Contacting Administrative Hearings If the DOF can’t locate the tickets, check with the Department of Administrative Hearings, which handles disputes and escalated tickets: 📞 312-742-4747 5. Check If the Tickets Are Still in the System Since the tickets were written to a VIN, they may not yet be assigned to a name or address. Chicago sometimes links VIN-based tickets to the last known registered owner through the Illinois Secretary of State (SOS). If this happens, you might later see them under your name. To be extra sure, you can check with the Illinois SOS to see if any citations are pending against your VIN: 📞 800-252-8980 Will These Tickets Disappear? If the city can’t associate them with a registered owner, they may not actively pursue them. However, if they later match the VIN to you, you could get a collection notice or have issues registering a future vehicle. It’s best to keep following up until they confirm there are no unpaid violations under your name. Since Chicago aggressively enforces parking fines, keep checking with the DOF and watch your mail to avoid surprise penalties. AND document date/time everything you have done to resolve this.
