System Preference -> Keyboard -> Shortcuts -> App Shortcuts
Then add two entries
- Enter full screen
- Application: Google Chrome
- Menu Title: "Enter Full Screen"
- Keyboard Shortcut: Ctrl+Cmd+F
- Exit full screen
- Application: Google Chrome
- Menu Title: "Exit Full Screen"
- Keyboard Shortcut: Ctrl+Cmd+F
Then the mapping changed and the full-screen shortcut works on my Mac.
Why does this happen?
When I opened chrome on the problematic mac, I found that the shortcut for Enter full screen under the View tab is fn+F. And I happen to have another Mac on hand, while the same Enter full screen shortcut is Ctrl+Cmd+F.
The strange thing is that on the well-working Mac, Ctrl+Cmd+F is the default value. It seems that some actions modify the corresponding mappings to cause this problem...

I have the exact same problem.
I found something very weird that might help you: press ^ Control + Space twice at the beginning of the Chrome's execution, then try the full-screen shortcut.
I did several searches for this, but it is difficult to isolate posts that do what I want. Most sites explain that Command + Control + F is for Full Screen, but I just want to the window to expand to the size of the screen, as if i had dragged it to each of the 4 corners, so it is taking up the screen, but isnt full screen.
Is there a hotkey for that?

Works in Brave (I don't have Chrome): while in full-screen mode, on menu bar untick View -> Always Show Toolbar in Full Screen.
For most, command - shift - f is the answer for proper full screen.
With the Chrome Window in full screen mode (green button, View > Enter Fullscreen, or FnF), the keyboard shortcut ⌘+⇧+F (View > "Always show toolbar in full screen mode") will toggle showing the tab/url/bookmarks bar while in full screen mode.

IMPORTANT NOTE: for me it's not working with the shortcut Command+Escape as suggested by this tutorial, but it is working with Command+Shift+F, for example...
STEPS:
- Open System Preferences and click on the Keyboard icon
- Select the Keyboard Shortcuts tab and choose Application Shortcuts from the list on the left
- Click on the + icon to add a new keyboard shortcut for all applications and type the following exactly:
Enter Full Screen
- Now you need to assign it a keyboard shortcut, I chose Command+Escape because it serves no purpose in OS X, but it’s the old keyboard shortcut for entering into Front Row
- Click Add and then click on the + icon again, this time typing:
Exit Full Screen
- Choose the same keyboard shortcut as you chose before, in this case Command+Escape, and click onto Add again
- Close out System Preferences
- Give it a try!

I'm using Mavericks, and MikO's method didn't work for me, at least not in Terminal, which was how I came to this post. BetterTouchTool, on the other hand, completely works, and, in fact, has a "Enter Fullscreen" action. Also, it's awesome.
The Google chrome on mac won't go full screen, I mean it goes full screen but the menu bar and the website URL is still seen
What to do?
the full screen shortcut from "Ctrl-Cmd-F" (the default for like all Mac apps) to "Fn-F". Even using the new shortcut doesn't make it full screen.
After some investigation, I found it's a recent behavior change in macOS Monterey, not Chrome. All Apple apps changed the previous Cmd+Ctrl+F shortcut to Fn+F. And Apple updated their document, take Books for example.

I workaround it by adding custom shortcuts to "All Applications".

I can confirm this. It seems the latest update of Google Chrome to Version 97.0.4692.71 (Official Build) (x86_64) changed the full screen shortcut. In my case, it changed from "Ctrl + Cmd + F" to "fn + F". However, I reverted this change by adding a custom shortcut to my macOS "System Preferences" in the "Keyboard" section.
If I full screen any video on Chrome, I cannot full screen the Chrome window properly after that. If I go full screen on the Chrome window, the top controls are all gone and there is no way to get them back without exiting full screen.

edit: I thought it could be something with the flags I enabled, so I reset them all. Still happens.
edit: I did file a bug about 2 weeks ago but I have no way to check its status or find out what happened to it.
edit: there is a proper bug filed for it (https://bugs.chromium.org/p/chromium/issues/detail?id=879158%C2%A0). Fix is in beta eventually getting to stable.
