First, try hitting esc. That'll make well behaved programs such as DVD Player or VLC exit Full Screen Mode.
No luck there, try command+tab and see if you can cycle to another open program or the Finder. ( OP tried this, but just adding for completion's sake )
Then try option+command+esc next, to try and Force Quit the application.
If none of that works...you could try to ssh into the machine and kill the offending process via Terminal..
That'd be all I try before rebooting the Mac...

Shift+Option+Command+Escape, when held down for three seconds, should force-kill the active application in Mac OS X, similar to ending an unresponsive task in windows.

i cant figure it out for the life of me im 80% confident its not possible. when im in a fullscreen app like eu4 it bugs and goes grey when swaping between saves. no biggie just relaunch the app id think, but no, its impossible to escape it. no combination of any of the function keys and escape, or f11, or f can get me out of it. so i have to restart it, but when i turn the computer back on i guess macos trys to reopen it so its a grey screen again and then i gotta restart a third time then i can relaunch the app. i know my os is responsive bc i can get to the lock screen fine and its not running hot. if needed its an m1 air. any help would be lover
⌘tab usually is correct.
Unfortunately many games are badly ported - so they often do not support it in full-screen mode. Some games (for me Telltale games) allow to switch to a "window" mode - when you are in that it is typically possible to switch.
cmd + option + esc will always work. it's the analog to ctrl + alt + del
I've had AppleArcade for a while now, and only recently decided to fire up a few games on one of my Macs. However, everything I tried to play seems to be forced into fullscreen with no way to get out of it, or if you can get out of fullscreen mode you can't actually change the size of the window anyway. This is total crap. A lot of these are perfect for running windowed next to other activities.
