How can I start a business when I'm not sure what I want to do?
You're looking at entrepreneurship the wrong way!
#1 - You don't need a new idea to start a business. In fact I would argue a new idea is BAD.
Look around you at the wealthiest entrepreneurs in your town. I bet they weren't tech startup lottery winners or inventors. They did common things uncommonly well.
#2 - Starting a business based on a passion project can work out great as we all know but it is also dangerous for a few reasons.
Passion projects are more competitive because you aren't the only one who is passionate about said thing. People value their time less when they are doing something they like. People can make poor decisions financially when there are emotions involved.

So my advice - do something because its an opportunity, not because you're passionate about it or because its the next new idea.
Keep your hobbies and passions for your free time and in 5 years when you are financially free and don't need to worry about money anymore spend more and more time doing those things.
Start small and start local. Business is about momentum. The opportunities get bigger and bigger as you go. Consider starting a local service business like power washing, window cleaning, closet building, etc.
