Not exactly. It was astronaut Scott Kelly's birthday, and he was in space, so his brother Mark arranged to have the gorilla suit delivered. NASA obviously knew, as they're the ones who arrange supply deliveries. It's well documented that the astronauts on the space station do all kinds of silly things to celebrate birthdays up there.
