U.S. Bank sends notice of "upgrading" credit card from American Express to Mastercard to family member, is that common or legal?

Family member got notice from U.S. Bank that says after account review on said date, we are upgrading your American Express card to a Mastercard in 3 months (in 2026). "Important changes to your account Here are all the benefits... ext." "This will replace your current card..." More details coming in "January 2026.." The fine print says "Offer is valid based on an Account review..." "If you take no action, the upgrade to your new product will occur in February 2026. "
I've never seen anything like this in my life before, is this standard practice or even legal? It would change a 365 American Express card to a different type which is a Altitude Go World Elite Mastercard. I don't see any fine print how this is legal to do? Is this not the same as closing a long time credit history and opening a new one. I don't see any benefit. It doesn't give any instructions on how to "take action," do we just wait? Why or how can U.S. Bank do this without a persons consent?
