The gift card issuer decides if it can be added to a wallet or not. If they haven't allowed it then it isnt happening. That said, if I get any visa or mastercard general gift cards, what I do is pay my water bill using the gift card, because the city water department just accepts basically any form of payment. You say "site" so I assume you are trying to use these online. Some merchants may choose not to accept them, but it isn't like they make this widely known. Lots of data points of these being difficult to use on ebay, for example. There's a high amount of fraud with these cards, so there's always a risk the funds from these cards get clawed back.
