All Capital One cards have no foreign transaction fees. Since they flip back and forth, when you're applying, you can see the associated logo at the top of the application page for the one you'd be applying to. I'm seeing the QuickSilver as Mastercard, Venture as Mastercard, VentureX as Visa. I wouldn't spend an annual fee just for a 0 foreign transaction fee Mastercard. You can get that with Quicksilver with no annual fee. Spend an annual fee if all the other benefits that come with the annual fee are worth it. Answer from D_zee315 on reddit.com

What are foreign transaction fees?

Foreign transaction fees are charges placed by financial institutions on credit card transactions that involve foreign currency. Foreign transaction fees are around 2.5% typically, and they are charged on top of the currency exchange rate.

While they were originally established by banks to offset the expense of processing international payments, these concerns have been largely solved by the more modern global banking system of today. Regardless, many credit cards will still charge users a foreign transaction fee, so it's important to know if your chosen card carries this charge before signing up for it (especially if you're a frequent traveller).
