For the boiler, you can test in a creative world. I don't have any idea which design is the most efficient. For Turbine, you can search the wiki to find the best design (I go with 10 turbine rotor). My strategy is to separate the different steps so I can stack more of each machine if needed (with pipes/cables/tubes on the sides connecting to ae2 interfaces). Each machine gets the best upgrades it can have (speed+energy+gas if applicable). This way, if I want to make more fuel (or if I find a step to be a bottleneck), I can easily upgrade it without moving anything. For the reactor size, I do a moderately large water cooled reactor (11x11x18 maybe?), and throttle the fuel burn rate so I can keep up with fuel production. That's more than enough to produce tons of power and antimatter. The turbine is a similar size, and I make sure to make it vent extra steam (so nothing blows up). More on reddit.com

it depends on several criteria, like the number of fissile fuel that the reactor use per tick and the fission fuel assembly (more than 75 need a sodium cooling and a boiler to convert the hot sodium into cool sodium and producing steam in the same process but it's not your case). Making the largest turbine possible is an option but it will be a waste of resources but it still could be used as a small battery. After it's true that it's not too clear I tried to see what size I had to make it and in the end I gave up to make a huge boiler with the largest turbine, there is still some information of the wiki which allow to get an idea.
