For some reason, the drawer did not come with a hole and the instruction says to drill one on step 7. After doing some research, it seems that this rod doesn't even exist for some regions. For anyone who assembled the desk, is this part even necessary?

No, it's not to drill a hole. It's basically suggesting to use something sharp and pointy to make an initially hole (a small pit, as a guide), then you screw the hole straight into the wood. You can just press the screw head hard against that spot just with thumb strength to make the guide hole.
