Just finished writing a blog about the new licensing model which will be up shortly.
Each and every use who interacts with a Flow within PowerAutomate needs to be licensed.
What you license depends on the requirements of the 'flows'. You have certain usage rights included with Microsoft 365 (and Dynamics 365) plans, basically allowing you to create almost unlimited workflows (versus Business Process flows) with standard connectors.
If you want to create business process flows (structured stateful human interactive workflows which are composed of multiple steps, allows branching/stage gating, and includes process KPIs and reporting), or use Premium connectors including the common data service, you need to use outright licensing.
You can choose either per flow licensing with a minimum purchase of 5 flows or by per user licensing. For example, if you have 10 users using 1 flow, you can either

purchase 5 x Per Flow licenses
or

purchase 10 x Per User licenses
Depending on which is better priced in your region.
If you have PowerApps licensing, you automatically get usage rights for PowerAutomate, within the context of the application only.

Hey how do I get MS Office for free? I need it for my school and our school doesn’t support the free keys sadly here in Germany.
