Getting a different result from your Defender and the Defender in VirusTotal is expected in some cases. Local Defender takes context (like whether the file was downloaded) into account. It also can consult their cloud, which is constantly updated. I would upload the file to Microsoft's sample submission page (if it's a false positive, they can fix it) rather than guess at it. Plain Defender is good enough unless you are looking at a 3rd party solution that includes EDR. Then you'd want to look at Defender for Endpoint Server. It's good. There have been a lot of improvements in WD. It's good for entry level protection of all you do is browse, attend class/meetings and download a few movies and games (from normal websites). You can run it alongside malwarebytes as a second opinion scanner and you are good to go.

But if you are crazy about downloads and you download torrents and all.that kinda stuff, windows defender could be good still but not upto the mark. Then I suggest you disable WD and use a better AV such as Bitdefender, Avira, Kaspersky or ESET.
