We are using the above plan with the strictest preset policy and to be honest I'm not overly impressed with the security.
ATP in general seems like it takes hours to remove malicious links from emails which defeats the purpose.
Doesn't Scan Display Name so I have to create Flow Rules to cover that.
I have to create various other Flow Rules to cover things it misses frequently.
Phishing Training Videos are horrendous.
Seeing how it's $5/user I'm thinking about making the jump to proof point. Does anyone else have similar experiences?

Thank you for posting your query on Microsoft Community forum. About the Defender for Office 365 Plan 2 add-on license, since you have mixes of E1 and E3 subscription licenses therefore need check whether it can be added as organization-wide.
As far as I know, for organization-wide Defender for Office 365 licenses (e.g., ATP_ENTERPRISE_FACULTY). We don't need to assign Defender for Office 365 licenses to individual users. It can cover all Exchange online users on the tenant.
However, there no performance throttle down issue if you acquire Defender for Office 365 Plan 2 license.
Given the situation, I would suggest you please contact our dedicated phone billing support team they will check your tenant from backend side and further assist you. Here is the official article about Global Office 365 Phone Support numbers. See under Phone support

Sure I will contact phone billing support team for that.
On top of that, lets say we have 100 focused user account need better security, for this case does Microsoft suggest to purchase 100 Defender Plan 1 licenses for each user, plus one single Plan 2 license to monitor the threat tracker and investigation.
100 Plan 1 + one Plan 2, would this be the best practice in case of 100 user accounts?
