You log in to the MyAccount site and find the "Offline Installer". That is where you will find the option to select 64 or 32 bit.

Do you have a specific need for 32 bit, or do you want it "just because"? MS used to default to 32 bit. Earlier this year they changed the default to 64 bit. The main reason they used to default to 32 bit was that addon makers (especially MS!) had not bothered to create 64 bit versions of their tools. Apparently MS has caught up, and figures the rest of the market has also. So right now, the main reason I know of to explicitly select 32 bit is if you have a 3rd party tool that does not have yet have a 64 bit version.
