It's the "perpetual license" Office 2021 package (single i.e. non-volume-license; VL versions of Office 2021 would say "LTSC").
All year-named Office versions are perpetual-license and non-365-linked (as the whole idea of Office 365 is continuous updates without discrete releases).

The version you mentioned, Microsoft Outlook 2021 MSO (Version 16.0.15731.20822) 32-Bit, is part of the Office 2021 suite. This is a standalone, perpetual license version of Office, meaning it is not linked to an Office 365 (now Microsoft 365) subscription) More information: https://usercomp.com/news/1436289/outlook-2021-mapi-email-sending-issues
About a year ago I tried the "New" Outlook using the toggle in MS Office 2021 Outlook. I quickly reverted back to the standard app. I thought nothing of it until I was recently forced to do a complete uninstall, scrub, and reinstall of Office 2021 to restore update ability (issue with recent update). I received another notification again about new Outlook.
Admittedly, I'm tempted but a quick online search didn't give me a good comparison on what New Outlook brings or if I lose anything noticeable from current app. Thoughts? Is it worth switching to?
Hello HMckn,
Welcome to Microsoft Community.
I am a Microsoft user just like you, I hope you are doing well.

There are no upgrade versions of Office, or the individual components, they are all full versions
You can buy OL2021 standalone version however the cost is disproportunate when compatred to the Office suite and you wont get full integration with the other components
What is it that makes you thing you need to upgrade MS Outlook? what Office suite are you currently using?
No need to be condescending. I just received a full refund. I don't have all weekend to troubleshoot.
Hello Quinn J
Hi, I'm Karl and will be happy to help you today.
The first question is: Did you uninstall Microsoft 365 before installing '2021? If no, you need to uninstall '365 and then reinstall 2021. Y cannot have both '365 and '2021 installed at the same time
If you have any questions, don't hesitate to ask, we're here to help you further if needed.
i uninstall microsoft i want want to install

Hello! I'm Garcia, and I extend a warm welcome to the Microsoft Community Forum! This platform is a user community, and like you, we are all users here. While we aim to provide assistance and exchange insights, it's crucial to understand that this forum is dedicated to user support. We do not have access to user accounts, which does not substitute for Microsoft Support.
You can use Outlook 2021 as a standalone app.
Try these steps:
Uninstall Office 2021 Home and Student. Install Outlook 2021. Reinstall Office 2021 Home and Student.
Best regards, Garcia

From Microsoft, you can only get the most recent version of Outlook which is Outlook 2024. See https://www.microsoft.com/en-us/microsoft-365/p/outlook/cfq7ttc0pbmd.
Getting just one Office application is rather expensive, though. If you need Word, Excel and PowerPoint too, Office Home & Business may be a better option. See https://www.microsoft.com/en-us/microsoft-365/p/office-home-business-2024/cfq7ttc0pbm7.
Both of these one-time payment versions are for one user and one computer (PC or Mac).
Note that there is also a free version of Outlook, the so-called new Outlook, which replaces Windows Mail. This version can be downloaded from the Microsoft Store. (Keep in mind that the new Outlook has limited capabilities compared to the classic version which is part of Microsoft Office.)
Hi CalifdaD,
Welcome to Microsoft Community.
I'm sorry to inform you that Microsoft has discontinued Office 2021 and has launched Office 2024 instead. As a result, Office 2021 is no longer available for purchase on Microsoft Store or Microsoft website. Currently, the only way to obtain Office 2021 might be through some third-party retailers.
Copilot's database is not up-to-date, and it sometimes cannot provide very accurate responses. The replies from AI are for reference only, and their authenticity still requires verification.
For now, the only permanent version of the Office suite that includes Outlook and is available for sale is Office Home & Business 2024, which is priced at $249.99: Office Home & Business 2024 - Microsoft Store
To my knowledge, some third-party retailers are selling licenses for Office Home & Business 2024 at a price of $150, but I cannot directly name them as it would violate community guidelines. If you really want to purchase an Office license from a third-party retailer, please be cautious of fraud.
If you have any other questions or want to share more context, please let me know in your reply!

If anyone claims it is free, it must be a hacked version.
Hi, and thanks for reaching out. My name is Miguel O., Sorry to hear you're experiencing this issue!
Outlook app is free to use, you do not need to buy any subscription to use it.
Outlook should be installed on your computer, please press the Windows Key then proceed to type "Outlook" to see if it is already installed.
In case it is not, please proceed to use the Office Deployment Tool
