This is a policy by Microsoft that Classic Outlook is not included in the install package. If you prefer to use Classic Outlook, a standalone version of classic Outlook for Windows is available for you to install.

Sign in with your personal Microsoft account to get started. A Microsoft 365 Personal or Family subscription is required to use this app with personal accounts.

I'm having the same problem as of today. There is no "new improved" version appearing on my PC. Just a dead classic. So am I to understand I can't get it from the normal download process, i.e. MS Office 365 ?
Outlook Classic has been removed from the lastest version of the "officesetup.exe" installer. I thought this was a glitch with the computer I was transferring too but It happened again to a computer I was transferring to this morning.
I got around it by going to this page: https://support.microsoft.com/en-us/office/you-can-t-open-classic-outlook-on-a-new-windows-pc-5c94902b-31a5-4274-abb0-b07f4661edf5
And clicking "download from the Microsoft store"
The only problem is that it defaults to Portuguese. And you have to do the entire setup in Portuguese until you can get in and change the language to English
New Outlook is still a broken mess that is missing many features from classic outlook (inability to open .PST files, buggy and broken support for accounts using an older version of exchange). So Ive had customers that straight up are unable to use it.

According to your description, you need to use PST and want to configure your Gmail account.
Currently, New Outlook does not support opening PST files. For PST files, you need to use Classic Outlook.
When you configure your Gmail account in Classic Outlook, what mail protocol do you use and what specific problems do you encounter? Through testing, I can configure Gmail's IMAP protocol in the following way. You can try it as follows. However, it should be noted that the imap protocol uses the ost file by default. If you have other requirements for the account protocol, please explain further.
- Gmail requires a special application password to configure the IMAP protocol, not the account password. If you still remember the password of the last application you can use it, if you have forgotten it you will have to reapply it by accessing your browser itself. The prerequisite for the application password is to enable two-step verification of the account.

- If your Gmail account has not been opened through IMAP permission, you need to find "Forwarding & POP/IMAP" in Google mail settings, check the status of IMAP downloads, whether it is allowed to use it or not, and choose Allow all emails or others according to your situation.
- Open Classic Outlook and add your Gmail account, select "Let me manually set up my account" under "Advanced options", click Continue. Enter your "Password" and click Connect.
5. Due to the recent release of a new type of authentication by Google, you need to change the default IMAP domain address, if it is not changed, you may encounter error, please click "Edit Account Settings" to change it.
- The required changes are set out below:
1) IMAP server address: imap.googlemail.com SMTP port encryption type and port number: SSL/TLS / 993
- SMTP server address: smtp.googlemail.com SMTP port encryption type and port number: STARTTLS / 587

To Forry.F - Once I rated your answer I was unable to reply to provide further details. So I'm adding this reply for that purpose.
In short, by trying parts of what you recommended, I was finally able to set up my gmail account on Outlook Classic. Although I obtained a new app password from Google, I never ended up using it. I think the solution was using the "manually set up my account" (your item 4) and then choosing IMAP. Then everything worked out.
One clarification - on my prior Windows 10 computer when Outlook stopped responding completely, I was not able to figure out how to access that ost file so I could export it to use on my new computer. Based on various searches (FYI, I am not technically savvy on all this), I believe my old ost file became "orphaned." I found where it was located on my old computer and tried using a free utility to save it as a pst file in hopes that I could open that pst from Outlook on my new computer and find all those lost tasks and contacts. That did not work. Therefore I lost all my tasks and contacts that were in that old Outlook profile.
I was able to open other pst files I had created to save past emails for various projects.
Still disappointing to have lost so much data in those tasks and contacts. It will be difficult to recreate them.

Based on your description, I would like to confirm whether you are using Outlook New or Outlook Classic when you perform these actions?
According to your description, you are also having problems with your subscription to Outlook Classic, have you tried to use the associated Excel or Word programs to see if they work?
Perhaps I would suggest that you search for the keywords “Outlook”, “Office” and “365” in your new computer by clicking on Win+i and going to Settings, then selecting Apps - Installed Apps. “and remove all the programs displayed, and then through the services and subscriptions in your account, re-download and install the Office products associated with Outlook Classic to confirm whether it can be restored to normal?
At the same time, due to the community by Microsoft privacy restrictions, community personnel do not have the tools and permissions to query the information, including accounts, and your problem may be related to the Office products associated with the account you are using or Outlook version, etc., but the specific problem I can not judge, in this regard, I recommend that you directly through the following ways to contact with Microsoft support manually, and the other party intervene in the processing:

Thank you so much for this information, very helpful I am slowly getting sorted with all my Outlook issues - mainly by downloading a copy of Outlook Classic from my 365 subscription page.. then using this to open all the older Outlook documents.
I am getting to like Outlook New.. particularly the easier Save option - no need to convert an email to a Pdf anymore and easy to save and label to Documents if you right click and Save As. I am sure you know this but thought I'd mention it in case it's helpful to anyone else.
The last (hopefully) thing now is to find a way to bring over from my Windows 10 laptop a whole bunch of RSS files (This Computer Only) containing emails I created in Outlook Classic.. AND store and read them in Windows 11. I will never ever ever ever save email like that again by the way.!! Another advantage to Outlook New in my opinion.
Can I also thank the other couple of people who replied with suggestions and answers to help me... all really useful stuff and hugely appreciated. Thank you all.

i have just purchased a new laptop. i was not given the opportunity to select the version of outlook i prefer. the new version is ****!. so i have uninstalled the new version and currently have downloaded the classic version as a stand alone. seriously who had the brain fart and decided to screw with something that was not broken?
just installed the classic version and all is now as it should be.
please don't screw with a product that was good in the first instance.
