Yes, it seems that you are using the Microsoft 365 for the web (Free) version. To create or edit a 'WordArt' you need the Office desktop applications.
You can only view the WordArt files online if you have already edited on the desktop apps. However, it is not available in the web versions.

WordArt is still available in Microsoft Word. It has been moved from Home tab to Insert tab. To use the WordArt tool,
1.Go to Insert > WordArt.
2.Pick the style of WordArt you want.
3.Type your text.
Note: To convert existing text to WordArt, select the text, and then select Insert > WordArt.

The question was not about the desktop app!
It is about Office 365... perhaps only answer the question!
Why would this option not be available to Office 365 customer's ???
It seems like most things these day's, the cost go's up but the service goes down.
Might be rethinking Microsoft altogether, after 10-15 odd years!
After the web hosting was removed I no longer really needed Microsoft but kept it for Office, now it seems there are more drawbacks...
If you have the desktop app, you should find WordArt in the Text group on the Insert tab:
If you are using Word in a narrow window, you will see only Text, which you will need to click to expand:
So does the newest Microsoft word have a word art feature with text that can be easily curved and size toggled? I'm a tattoo artist and we are using an ancient computer that has a 10 plus year old version of word on it and it's great for text but our computer has become unbearably slow.... And I'm wondering what we can upgrade to to something that works as well but is more modern. And before you say it yes we already use procreate and it's great for drawing but it sucks for changing the shape of text quickly on the fly. This program really was the best I ever used for writing. All help appreciated.
