I have the "Msys64" package installed. It uses "pacman" to do installation and updates. Hope you've memorized the switches. The main problem with that distribution is that there can be confusion as to which shell you need to run to get things done: "mingw32" shell "mingw64" shell "msys2" shell You'd think that "mingw64" and "msys2" would provide the same C compiler environment, but they do not. The "msys2" is intended on building applications that run under the "msys2" shell, and not for general use. The Windows headers that are included by the "msys2" GCC compiler are incompatible with standard Windows headers. As for how to install the compilers, if you literally ask for just "gcc", you get the MSYS2 version of GCC, not the Mingw64 version of "gcc", so you get broken Windows headers, unless you knew in advance not to download the "gcc" package. GCC 10 is officially released. The personal build for Windows (MinGW-w64) that can be downloaded from https://winlibs.com requires no installation, just extract to a folder.

Building GCC on Windows from source code is very difficult and cannot be recommended to beginners. Moreover, GCC 10 has not yet been officially released and you may need to wait a few more weeks to get it.
If you want an up-to-date GCC in Windows (currently version 9.3), I recommend downloading and installing the MSYS2 package. Once you install it, launch it using the "MinGW64" icon and install the correct compiler in the terminal. For details, see this question: How to install MinGW-w64 and MSYS2?
Once you have done this, you can forget about MSYS2 and simply use the directory with the binaries in your PATH.
The maintainers of MSYS2 are very keen in supporting bleeding edge software, so once GCC 10 is released, you will be able to update to it (using the command pacman -Syu)

I swear to God. I can't never get it right. I haven't even started learning to program, and I'm still going back and forth on this one problem. I try to type the command "g++ --version" but the respond is always "g++ is not recognized as an internal or external command, operable program or batch file"

Welcome to the hell that is C++ development. Please accept your complementary keyboard replacement, as you will likely destroy your current one in frustration. I believe the easiest way to get the GNU C++ compiler working on Windows is to install MSYS2, which you can do with winget install --interactive MSYS2.MSYS2. Once MSYS2 is installed, open the MSYS2 terminal. You can now use the pacman command to install GCC pacman -S mingw-w64-ucrt-x86_64-gcc. Now you should be able to use g++ --version within the MSYS2 terminal.

I tried to install MinGW-w64, downloaded it from sourceforge.net and followed instructions from so many youtube videos and all said to add bin folder to the path... I don't see any kind of folders like this, then I downloaded and tried to install the mingw-64-install.exe but while installing it always says "The file downloaded incorrectly" then I tried it with other downloaded intall.exe files but still the sam... Now i ran out of ideas what to do! PleasE HALP

to add bin folder to the path... I don't see any kind of folders like this if you dig down in the mingw directory eventually you will find a folder called bin, add the path of this (e.g. C:\mingw-w64\i686-8.1.0-posix-darf-rt_v6-rev0\ming32\bin) to the system variable PATH (search "system variables" or "system environment variables")
