I have rescrewed and tightened the threaded copper-colored metal going up into it twice. I have tightened the plastic nut under the counter holding it in place many times.
It stays in place for a day or so and then is loose again.
I’ve heard this may be a known problem with Moen, is that true? Is there anything else I can do? It was fine for its first 14 months.
Is it worth it to call a plumber for this, or should I invest in a different faucet? What would you recommend? Many thanks.
You could try one of these tools to see if it would get up in there to tighten the faucet anchor nut.

I also wonder about whether you should have first removed the rusty old washer (A) and the dried plumbers putty (B) before installing the new faucet.
First off it seems very likely that the replacement faucet would have come with a new washer. And secondly it would be much easier and secure to tighten the nut against a new washer surface.
Usually you put a bead of plumber's putty around the faucet base to seal where it meets the sink. When tightened the excess should squeeze out, which can be wiped away.
It looks like there are #8/32 or #10/32 tapped holes in the nut. I agree with Michael, put a new washer under the nut, then try a basin wrench or put a screw in these holes to gain more leverage. Alternatively, put screws in all three holes, and use those to tighten the whole thing with a screwdriver, instead of a wrench. A new washer is definitely a good idea if going this route.

Can someone offer step by step instructions or point me in the right direction?
The faucet was installed when our home was built three years ago (i.e. I didn't install it). It is very loose so I thought I could just get under the sink to tighten it with a flare nut wrench. But this faucet has a 2" metal sleeve around the water line that I've never seen before - image.
Even with the hoses removed, I can't get to the nut. Is there a special tool for this or am I just missing something obvious? TIA
BTW, I have looked on Moen's support site for installation instructions but I can't find this specific model (or another model that has the same sleeve).
