Hi, I am Dave, I will help you with this.

Can you use this method to get out of that loop?

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down

Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.

Please try each option one at a time, then see of Windows will boot.

Go to Troubleshoot - Advanced Option - Startup Repair

See if Windows startup can repair itself

Go to Troubleshoot - Advanced Option - System Restore

Check to see if you have a restore point you can go back to

If you do not have a Restore Point, go to Troubleshoot - Advanced Option - Startup Settings and click Restart

Upon restart, press 5 to enter Safe Mode

Once in Safe Mode, backup your data if you do not already have a backup

Open Device Manager and check to make sure all your Drivers are up to date

Reboot to see if Windows will start Normally

If the above fails, go to Troubleshoot - Advanced Options - Reset this PC

Choose to keep your files and apps, just your files or to keep nothing

Then start the Reset

If you cannot get into the Recovery Environment, then, you will need to create a bootable Windows 10 USB on another working PC and boot your PC from that, then rather than installing Windows 10, select ‘Repair this Computer’ that will give you access to the Recovery Environment from there

In the Recovery Environment on the USB, try each recovery option.

Click this link:

https://www.microsoft.com/en-us/software-downlo...

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool

Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS)

Help my Dell laptop won't turn on I've done everything said from the internet
Dell laptops have issues with the power regulation chip. What you need to do is pull the back cover off and unplug both the main battery and the CMOS battery. You need to be very very careful removing the CMOS battery. Do not pull the battery out by the wires. I find it’s best to use a plastic pry tool of some form, whether it be a spudger, old credit card or some other thin semi-semi blunt plastic tool. If you rock the two sides back and forth then push out the connector down the center, it will come out. The CMOS battery looks like this: https://guide-images.cdn.ifixit.com/igi/rWTpWLLvSdZ36TQU.large Once you have both batteries unplugged, hold the power button for 60 seconds. Yes, really, 60 seconds. Plug both batteries back in and plug in the charger, then attempt to turn the laptop on. If all went well, the CPU fan should spin over a few times before the machine finally boots back up. Put the cover back on and you’re done. Source: I’ve been working in IT Support/Management with Dell as our main vendor for the last 12 years. More on reddit.com

February 19, 2026 - Malware can also cause your Dell laptop not to boot up. To check if malware is causing an issue, boot your laptop in Safe Mode. When you’re using Safe Mode, your computer has reduced functionality, meaning that peripherals, nonessential parts and processes on your computer, are temporarily disabled. That makes it much easier to identify and isolate problems, like corrupt or poorly configured software and drivers. You can boot into Safe Mode from your Microsoft Windows 10 or Windows 11 operating system, your sign-in screen, or from outside of your OS using the Windows Recovery Environment.
